Third Party Handling

Third party is a station/person who is not holding any ASAA neither an amateur radio operator participating in amateur radio communication.

Regulation stated that an amateur operator must be certified and operating station must have a valid operating permit/license. There are cases where the communication is required to be handled by a third party, such as during emergencies, school children communication with orbiting astronaut for education purposes and scouts having their Jamboree-On-The-Air.

There are also instances where callsign of amateur radio operator has been “borrowed” by Short Wave Listeners (SWL) using the term called "operating" improperly.

Third party should be handled as follows:

  1. Third party communication must be initiated and terminated by amateur radio operator.
  2. The first and second parties must be amateur radio operators.
  3. Third party communication must be agreed upon by both parties; first party as the requesting party and second party as the granting party
  4. The communication session must be observed and monitored closely by the respecting amateur operators at all time and assist the radio operations
  5. The session can be terminated at any time if the communication content has done its purpose.
  6. Callsigns of the amateur stations must be announced by the respective amateur radio operator as per normal amateur radio communication method.
  7. Third party handling is not meant to encourage unethical, law abusing use without any certification. It is solely meant for educational purposes and to facilitate communication during emergencies.
  8. IARU and many countries have documented this kind of handling.
  9. Amateur radio stations be allowed to be used for transmitting international communications on behalf of third parties only in emergencies and disaster relief with terms and conditions to be laid down by SKMM as in article 25 in ITU Ragulation
